
Dubai Property Services in 2025: Real Estate Valuers Up 50%, Advertising Permits Rise 24% to 26,044

Dubai's property market spent 2025 breaking transaction records, and those numbers got the headlines. A quieter release from the Dubai Land Department tells you something arguably more important: the professional machinery that sits underneath every sale, the valuers, the registration trustee offices and the advertising permit system, grew almost as fast as the market itself.
The department counted 133 registered real estate valuers at the end of 2025. That total includes 33 new registrations during the year, a 50 percent jump on 2024, alongside 68 licensed valuation offices, eight of them new. Valuation rarely makes the news, but it is the discipline banks lean on for mortgage approvals and courts lean on in disputes, so a deeper bench of accredited valuers is a direct investment in pricing credibility.
Advertising is now a permitted, policed activity
The sharpest growth came in advertising control. DLD issued 26,044 real estate advertising permits in 2025, up 24 percent year on year. The overwhelming majority, 23,521, covered electronic listings, with the rest spread across outdoor advertising, classified ads, vehicle branding, billboards and property event licences. Behind the permit counter sits the Real Estate Advertising Governance Platform, which uses artificial intelligence to check that what brokers publish matches what they are permitted to publish.
For anyone who has scrolled past a too-good-to-be-true listing, that is the mechanism designed to make it rarer. Every legitimate ad in Dubai now traces back to a permit, and the volume of permits shows how much of the market has moved inside that system.
Trustee offices carried 282,661 transactions
The registration and services trustee offices, the customer-facing branches where sales are notarised and registrations completed, grew to 32 locations in 2025, a 14 percent increase. They handled 282,661 transactions, up 5 percent, and served 563,920 customers, up 7 percent. Those are the offices where a record-breaking market physically happens, one signature at a time.
The takeaway for buyers and agents is simple. A market that licenses its valuers, permits its advertising and keeps expanding its registration capacity is betting on years of volume to come.
